FCC certification

FCC certification, also known as the Federal Communications Commission (FCC) certification in the United States, was established by Communications Network in 1934 as an independent agency of the US government, directly responsible to Congress. The FCC coordinates domestic and international communication by controlling radio broadcasting, television, telecommunications, satellites, and cables. To ensure the safety of wireless and wired communication products related to life and property, involving over 50 states, Colombia, and regions under the jurisdiction of the United States, the FCC's Office of Engineering and Technology is responsible for providing technical support to the committee and handling equipment accreditation matters. Many wireless application products, communication products, and digital products require FCC approval to enter the US market. The FCC committee investigates and studies various stages of product safety to find the best way to solve problems, and also includes testing of radio devices, aircraft, and so on.

 

According to the relevant parts of the Federal Communications Regulations (CFR 47) in the United States, all electronic products entering the United States are required to undergo electromagnetic compatibility certification (except for products specifically specified in certain provisions). There are three common certification methods: CertificationDoCVerification There are significant differences in the certification methods and procedures for these three products, and there are relevant regulations in FCC regarding the certification methods that different products can choose from. The strictness of its certification decreases. For these three certifications, the FCC committee also has relevant requirements for each laboratory. At present, the United States has become China's second largest trading partner for several consecutive years, and the trade volume between China and the United States has been increasing year by year. Therefore, exports to the United States should not be underestimated. The rigorous product technology standards and import regulations in the United States can be regarded as the world's top. Understanding the market access rules in the United States will help our products further open up the American market.

 

The Federal Communications Commission (FCC) regulates the import and use of radio frequency devices, including computers, fax machines, electronic devices, radio receiving and transmitting equipment, radio controlled toys, telephones, personal computers, and other products that may harm personal safety. If these products want to be exported to the United States, they must undergo testing and approval by government authorized laboratories in accordance with FCC technical standards. Importers and customs agents are required to declare that each radio frequency device complies with FCC standards, i.e. FCC licenses.

 

FCC certification types

 

Self verification

Manufacturers or importers ensure that their products have undergone necessary testing to confirm compliance with relevant technical standards and retain testing reports. FCC has the right to require manufacturers to submit equipment samples or product testing data. Devices suitable for self verification include commercial computers, TV and FM receivers, as well as industrial, scientific, and medical equipment for non consumer use under FCC Rule Part 18.

 

Declaration of Conformity

 

The equipment responsible party (usually the manufacturer or importer) tests the product at a qualified testing institution designated by the FCC to ensure that the equipment meets relevant technical standards and retains the testing report. The FCC has the right to require the responsible party to submit samples of the equipment or testing data of the product. The equipment applicable to the conformity declaration includes home computers and peripherals, civilian broadcast receivers, super regenerative receivers, other receivers under FCC Rule Part 15, television interface equipment, cable system terminal equipment, and industrial research and medical equipment for mass consumer use under Part 18. The responsible party shall make the following markings on the equipment:

 

ID authentication

The FCC reviews the samples (or photos) and test data submitted by applicants, and if they meet the requirements of FCC rules, grants the device an FCC ID number. Equipment suitable for certification includes low voltage transmitters such as cordless phones, remote controls for automatic doors, wireless remote control toys and safety alarm systems, devices intentionally emitting radio frequency energy under Part 15, industrial, scientific and medical equipment used by mass consumers under Part 18, automatic frequency conversion receivers and super regenerative receivers, television interface equipment, as well as home computers and their peripherals. The responsible party shall ensure that the equipment is marked with FCC ID:

 

Note: If a device is suitable for two or three recognized types, it shall be selected by the responsible party.

 

FCC certification process

1. Declaration of Conformity: The product owner (manufacturer or importer) will conduct testing on the product at a qualified testing institution designated by FCC, and make a testing report. If the product meets FCC standards, corresponding labels will be affixed to the product, and the user manual will declare compliance with FCC standards and retain the testing report for FCC to request.

2. To apply for an ID, first apply for an FRN to fill out other forms. If the applicant is applying for FCC ID for the first time, they need to apply for a permanent Grantee Code. While waiting for FCC approval to distribute the Grantee Code to the applicant, the applicant should promptly conduct equipment testing. When all the materials required by FCC are ready and the testing report is completed, FCC should have approved the Grantee Code. The applicant completes FCC Form 731 and Form 159 online using this code, test report, and required materials. After receiving Form 159 and the remittance, FCC began to process the certification application. The average time for FCC to process ID applications is 60 days. At the end of the acceptance process, FCC will send the original grant of FCC ID to the applicant. After obtaining the certificate, the applicant can sell or export the corresponding products.

 

Materials required for FCC certification

1. The full names and detailed contact addresses of the manufacturer and applicant for certification of the product;

2. Provide users with a copy of the installation and user manual for the certified product. If the product does not have a user manual yet, a draft copy of the relevant content can be provided;

3. Product electrical schematic and working principle explanation. (If the product has a grounding or antenna, it should be described);

4. Regarding the working oscillation frequency table of the product, the table should list the propagation path of the signal and the corresponding oscillation frequency;

5. Other product features that need to be explained.

 

Remark

1. The relevant documents and materials should be in both Chinese and English;

2. To shorten the certification cycle, it is best to provide information in electronic document form;

3. During the certification process, for some special circumstances, companies may need to provide additional relevant information.

 

FCC Certification Fee Standards

1. Certification (Accreditation Verification)

Most of them are used for general wireless product applications. The experimental report must be reviewed by FCC committee personnel and approved before issuing a certificate of recognition.

2 Declaration of Conformity (DoC)

This type of application product mainly targets IT products and peripheral auxiliary equipment. Manufacturers can use self certification without the need for FCC committee personnel to review test reports. The self certification test report must be issued by a laboratory accredited by NVLAP standards. FCC Class A products can continue to use self certification methods, and the application process does not require review by the FCC committee.
