Kuwait notified the TBT Committee on December 17, 2006 that it intended to implement a new Kuwait Local Conformity Assurance System (KUCAS) to replace the current International Conformity Certification Program (ICCP). Considering the valuable feedback from TBT Committee members regarding the KUCAS guidelines, Kuwait hereby notifies the TBT Committee to extend the deadline for submitting comments and postpone the implementation of KUCAS in accordance with the dates indicated in items 9 and 10 of this notice, in order to have sufficient time to study various opinions and consider revising the guidelines as much as possible based on them.
The Kuwait National Industrial Authority (PAI) issued Circular G/TBT/N/KWT/7 on December 21, 2005. The title is Kuwait Local Conformity Assurance Scheme (KUCAS), which will replace the current International Conformity Certification Scheme (ICCP).
This outline stipulates that the conformity assessment procedure shall be undertaken by the importer upon arrival of the goods at the port of Kuwait, rather than by exporters or manufacturers from various exporting countries such as ICCP. It is valid for one year under the pre-market "technical evaluation" system for non processed manufactured products (such as electrical appliances and tires), and is recognized as a guarantee basis for the "technical evaluation certificate" by the importer's self declaration supported by inspection reports or quality marks issued by any accredited or approved laboratory, certification or reporting agency, whether in Kuwait or any other country; Sampling and testing of processed and manufactured products (such as engine oil, paint, and cement) upon arrival at the port of Kuwait, either through shipment sampling and testing at PAI laboratory or specialized laboratories in other neighboring countries as needed; Selective inspection and shipment at Kuwaiti ports based on risk analysis and past importer or manufacturer compliance records; Implement a similar system for domestic manufacturers of the same controlled products that do not bear the Kuwaiti quality mark; Activate the local market supervision plan. The proposed approval date and proposed effective date for the qualification assurance plan are March 17, 2006.
The demand for imported products in the Kuwaiti market is increasing day by day. In order to ensure that Kuwaiti consumers can use safe and qualified imported products, the Kuwaiti Ministry of Industry (PAI) implements the Kuwait Product Qualification Assurance Program (KUCAS) to check whether imported controlled products comply with relevant regulations. These products need to provide a Technical Evaluation Report (TER) and a Technical Inspection Report (TIR) for customs clearance when exported to Kuwait.
The Kuwait Ministry of Industry inspects imported controlled products and local products to ensure compliance with Kuwait's technical regulations in accordance with the requirements of the Product Qualification Assurance Program (KUCAS).
Summary of Kuwait Product Qualification Assurance Program (KUCAS):
All imported controlled goods must have a Technical Evaluation Report (TER) and a Technical Inspection Report (TIR).
The Technical Evaluation Report (TER) and Technical Inspection Report (TIR) are necessary documents to ensure the smooth customs clearance of products in Kuwait.
The Technical Evaluation Report (TER) confirms that the product complies with relevant technical regulations and approved international/regional/national standards in Kuwait. The Technical Inspection Report (TIR) can prove that the goods comply with Kuwait's import regulations.
The relevant departments in Kuwait may randomly select samples from imported goods to verify whether the products meet the relevant standards.
In April 2024, it was learned that the Kuwait Industrial Authority PAI (Public Authority for Industry) has adopted new mandatory technical regulations for household detergent products, which will be regulated and included in the KUCAS regulated product list, as follows:

Household detergent products shipped to Kuwait must be accompanied by a TIR certificate required for customs clearance in Kuwait.
Shipments of HOUSEHOLD DETERGENTS to Kuwait must be accompanied by a TIR (Technical Inspection Report), necessary for its Kuwait Customs clearance.
