Iran VOC
1. Scope of inspection:
For goods exported to Iran, according to the regulations of ISIRI in Iran, in principle, pre shipment inspection must be carried out in the exporting country. Exporters can handle foreign exchange settlement with the bank based on the original inspection certificate issued by the inspection company, while importers can handle customs clearance and tariff collection procedures with the importing country's customs based on the original inspection certificate.
For goods listed in the "Catalogue Approved by the Iranian Government for the Implementation of Mandatory Standards on Imported Goods from Iran (2005 Edition)" (hereinafter referred to as the "Catalogue"), regardless of whether there are requirements in the L/C, the products must be tested according to relevant international standards to confirm that their performance indicators meet the requirements of the standards, and the inspection company must issue a Certificate of Conformity (VOC Certificate). Importers can only handle customs clearance procedures with this certificate.
Sometimes, although exported goods are not listed in the Catalogue, customs still require importers to provide VOC certificates. Therefore, it is important to understand whether VOC certificates are required for customs clearance before signing a contract.
2. It is also important to confirm the inspection standards with the customer:
Before applying for inspection, it is necessary to clarify the inspection items and requirements (such as physical and chemical indicators, mechanical performance requirements, parameters, packaging requirements, etc.) with the customer to avoid disputes caused by inconsistent inspection results and requirements in the future.
For those who need to issue VOC certificates, it is necessary to negotiate with the importer and determine the inspection standards. This is very important, choosing the wrong product standard may result in inspection failure, causing your goods to be unable to be shipped or the inspection company to be unable to issue certificates.
At present, the standards accepted by ISIRI in Iran mainly include international standards (ISO, IEC, etc.), European standards (EN), and some developed country standards (such as British standard BS, German standard DIN, American standards ASME and ANSI, Japanese standard JIS, etc.). Chinese standards (GB) have not yet been accepted by Iran's ISIRI, therefore, in principle, please do not choose to adopt Chinese standards. It should be noted that for the standards of the United States and Japan, as their civilian voltage is 110V, household appliances should not choose the standards of the United States and Japan.
It is recommended to choose ISO or IEC standards when negotiating and confirming inspection standards with customers. This is because, on the one hand, a considerable number of Chinese national standards are equivalent to or adopt ISO and IEC standards, and at the same time, ISO and IEC standards have generally been published in Chinese versions, which are relatively easy to purchase; On the other hand, some countries' standards are difficult to collect, especially those from Germany, France, Japan, and other countries, which often do not have English versions. Manufacturers are unable to provide standard texts, causing inconvenience in inspection and testing, and even making it impossible to conduct inspections.
3. Requirements for product inspection:
Before the goods are ready for production and packaging for shipment, an inspection date should be scheduled with the inspection agency three working days in advance. For goods that require the issuance of VOC certificates, inspection and testing must be arranged at the production plant.
The inspection of goods mainly includes the following aspects:
1) Model, specifications and parameters; 2) Appearance quality; 3) Testing of physical and chemical properties, mechanical properties, electrical properties, and other indicators (witness testing or sampling for inspection); 4) Quantity; 5) Packaging; 6) Marks and markings (including origin markings, etc.); 7) Brand; 8) Other: such as whether there are any goods or prohibited items that do not comply with the laws, regulations, and religious customs of the importing country; 9) Container loading supervision should be carried out for full container shipments
4. Basic procedures for applying for inspection:
The Iranian client shall apply to the local agent and provide the following documents: letter of credit (L/C) (draft); Formal invoice (P/I); Applicable standards; Inspection requirements; Inspection location and contact information
5. Product testing:
For witness testing conducted at the production plant, the production plant should provide the latest version (Chinese or English version) of the relevant standards for inspectors to review, so that inspectors can confirm the testing results of the goods according to the required testing items of the standards.
There are generally two ways to test products:
1) The inspector shall take samples and send them to a nationally recognized laboratory, which shall issue an English testing report. The laboratory testing fee is not included in the inspection fee and must be borne separately by the exporter/manufacturer. The issuance date of the inspection report should be later than the inspection date.
2) For production plants that are capable of conducting full project testing according to the prescribed standards, the production plant should provide the text of the standards, and the inspector should conduct on-site witness testing in the production plant laboratory according to the requirements of the standards. After confirming compliance with the standards, the production plant should finally complete the English testing report in the prescribed format (please refer to the "Manufacturer Declaration Format" and "Test Report Format").
The test report will be attached to the VOC certificate and submitted to the importer for customs clearance.
Inspectors can choose which testing method to use based on the actual situation of the production plant.
6. Special requirements for exporting Iranian goods:
1) Requirements for dyes: Dyes exported to Iran must not contain 22 harmful azo compounds. Dye samples should be sent to relevant laboratories for testing and obtain testing reports. (Refer to the list of harmful diazo compounds in MAK III A1, A2)
2) Requirements for energy efficiency indicators: For household appliances, gas appliances, lighting fixtures, etc. exported to Iran, they must have energy efficiency rating marks. Please refer to the "Goods Required to Have Energy Efficiency Rating Marks" for details.
3) Special requirements for heaters: Please refer to ISIRI Directive Circular No. 1562-30.
4) Other product requirements: Once we receive special requests for other products, we will immediately publish them online. Please pay attention to them.
