The MSDS assessment certification report explains the hazards of the chemical to human health and the environment, and provides information on how to safely handle, store, and use the chemical; It is a comprehensive document on the combustion and explosion performance, toxicity, and environmental hazards of hazardous chemicals, as well as information on safe use, emergency response to leaks, main physical and chemical parameters, laws and regulations, and other aspects; It is a document that explains the physical and chemical properties of chemicals (such as pH value, flash point, flammability, reactivity, etc.) and the potential hazards to the health of users (such as carcinogenicity, teratogenicity, etc.); It is an important report for conveying information on chemical hazards.

MSDS Detailed Description

MSDS (Material Safety Data Sheet) refers to the Chemical Safety Data Sheet, which can also be translated as Chemical Safety Technical Data Sheet or Chemical Safety Data Sheet. In European countries, MSDS is also known as Safety Data Sheet (SDS). The International Organization for Standardization (ISO) 11014 uses the term SDS, while many countries in the United States, Canada, Australia, and Asia use the term MSDS.

 

MSDS is a comprehensive legal document provided by chemical production or sales enterprises to customers in accordance with legal requirements regarding the characteristics of chemicals. It provides sixteen contents including the physical and chemical parameters, explosive performance, health hazards, safe use and storage, leakage disposal, emergency measures, and relevant laws and regulations of chemicals. Currently, a document similar to MSDS has been developed by the International Programme on Chemical Safety, known as the International Chemical Safety Card (ICS). Similar to MSDS, ICS outlines health and safety information related to the use of chemicals. Currently, there are 1300 chemicals under the jurisdiction of ICS. Besides English, ICS has also been translated into 13 other languages. However, there are no government regulations on the management of chemicals in the International Council for the Control of Chemicals (ICSC), and certain warning standard terms (R-Phrases) are not applicable in some countries. So ICSC is not a legal document, and it cannot replace the MSDS currently circulating internationally.

 

The Position of MSDS in International Trade

The laws of developed countries such as the United States and Europe have extremely strict requirements for the environment and occupational health. In international trade of chemicals, customers often request MSDS from suppliers before purchasing chemicals.

 

Suppliers will provide MSDS that comply with the legal requirements of the customer's country in a timely manner. In the United States, Canada, and European countries, some large and medium-sized enterprises have hazardous chemical management departments or occupational health and environmental science management departments that specialize in reviewing MSDS provided by chemical suppliers. Only those who meet the requirements after review are eligible to engage in further business dealings with the procurement department.

 

Difficulties in preparing high-quality MSDS

The difficulty in preparing MSDS that meets legal and regulatory requirements and has high standards lies in the fact that, in addition to testing the physical and chemical properties of chemicals, the cost of testing the toxicity data of chemicals is too high. If the chemical is a composite or contains additives or reaction by-products, it is difficult for the preparer to make a correct assessment of the toxicological performance of the product. If the MSDS provided by the supplier contains errors or inaccuracies, or intentionally conceals harmful information, resulting in personal injury or environmental pollution to the user, the user often demands that the MSDS provider bear corresponding legal responsibilities. Secondly, the MSDS prepared must comply with the relevant laws and regulations on hazardous chemicals in the buyer's country and region. However, different countries, and even different states within the same country (such as the United States), have their own different requirements for MSDS. At the same time, some data or lists may also change frequently (for example, ACGIH publishes new exposure thresholds once a year, NTP publishes new lists of carcinogens every two years), making it more difficult to prepare MSDS that meet the requirements.

 

The risks faced by some domestic enterprises in writing MSDS methods currently

At present, many chemical production enterprises in China mainly use two methods to prepare MSDS: one is to search for similar chemicals from foreign large company websites and copy them. Another method is to purchase a small amount of the same product sample from abroad to obtain the MSDS provided by the seller, and then change it to their own (in fact, even if they do not purchase the seller's product, as long as they request it, foreign companies usually provide their own MSDS for their product). The first method may have two issues: first, the toxicity data (LD50) of similar chemicals may vary greatly, and their impact on human health and the environment may also be different; Secondly, if the MSDS online was published several years ago, the corresponding data or regulations are likely to have been updated. The second method does not have the above-mentioned problems, but if your product is a mixture, it is generally difficult to find companies abroad that produce identical products. Even if there are, the relevant legal provisions of the seller's product may not necessarily meet the requirements of your buyer's country.
