GOST certification

Since the promulgation of the "Product and Certification Services Law" in the Russian Federation in 1995, Russia has implemented a mandatory product certification system. The number of products that require safety certification has increased from dozens to thousands, and a product certification access system has been implemented for product listing, requiring domestic market listed products to have mandatory certification marks.

In recent years, Russia has gradually strengthened the mandatory certification management of imported goods, extending product mandatory certification to customs. Article 14 of the Russian Product and Certification Services Law stipulates that "for products that require mandatory certification according to the laws and regulations of the Russian Federation, the import contract shall specify the issuance of a certificate of conformity and a conformity mark" and "the product certificate of conformity shall be presented to customs together with the goods declaration form and used as the main document to obtain permission to enter the territory of the Russian Federation".

The mandatory certification product scope stipulated by the Russian government

In 1996 and 1999, the State Customs Committee of the Russian Federation twice published a list of goods that require mandatory certification to enter the customs territory of the Russian Federation, mainly including food, household appliances, electronic products, light industrial products, cosmetics, furniture, toys, ceramics, etc. Compared with China's exports to Russia, it can be seen that most of the products exported from China to Russia fall within the scope of mandatory certification. Animal products must also have animal quarantine certificates, and food must also have hygiene certificates.

The significance of mandatory certification of foreign products through Russian standards

According to Russian law, if a product falls within the scope of mandatory certification, whether produced in Russia or imported, it should be certified according to current safety regulations and obtain a GOST certificate of conformity. The Russian national standard certificate of conformity is divided into two types: delivery batch certificate and batch production certificate. One type is delivery batch certificate, which is only valid for one batch of products for exporters. Due to Russia's lack of laboratory accreditation in China, it cannot be issued in China. The batch production certificate is very suitable for Chinese enterprises. Once it passes the factory inspection and is valid for three years, it allows the product to be sold in Russia.

If the export enterprise does not undergo Russian product certification, it is very inconvenient to obtain certification after the goods arrive in Russia. Customs inspection fees and warehouse storage fees must be paid, which may exceed the profit of the transaction and take a long time. Even more serious is that products without GOST certification are not allowed to be sold on the market.

For enterprises, obtaining the Russian Compulsory Certification Certificate (GOST) allows them to directly go public for sales. After obtaining the Russian GOST certificate and health certificate, they can set up commissioned sales or direct sales in Russia. Secondly, it can solve the problem of using certificates in the long term. Once certified, within the three-year validity period, obtaining a copy of the certificate for each batch of products exported can serve as valid proof to ensure export and market launch. Thirdly, it is possible to use the Russian mandatory certification mark to enhance product value and provide a credibility guarantee for enterprises to explore the Russian market.
