Saudi Arabia releases new technical regulations for textile products
SABER is the abbreviation for Saudi Arabian Standards Organization, also known as the Saudi Arabian Standards Organization. SABER is responsible for developing national standards for all daily necessities and products, which also involve measurement systems, labeling, etc. The Saudi Arabian Ministry of Industry and Commerce and SABER require all products included in SABER certification standards to have a SABER certification certificate when entering Saudi customs. Products without SABER certification will be refused entry by Saudi port customs.
-Starting from January 2020, it’s not allow to issue a CoC and all requests must be applied through SABER platform.
-Starting from January 2020 the Barcode will be mandatory on the products and will require to declare the barcode in the shipment request details to proceed further.
-The barcode can be on the outer/external package for the small parts of the items. The Barcode is required for each model. The Barcode can be provided by the manufacturer/importer.
Starting from January 1st, 2020, All Saudi applications will be processed through the Saber system, and we will no longer be allowed to issue old COC certificates from the SSP system
The Saudi Standards, Metrology and Quality Organization (SABER) has issued a latest notice requiring paper products with HS CODEs 4804 and 4805 to be included in the control scope of the Saudi Product Safety Plan (SALEEM). These products must be accompanied by a Certificate of Conformity (CoC) during customs clearance in Saudi Arabia.
Declaration: SCOC shipping certificate is only used once during customs clearance and must be issued within 15 days before the shipment date to avoid any obstacles that may affect customs clearance

Saudi Arabia's Notice on Barcodes
According to the notification from the Saudi Bureau of Standards, starting from January 1, 2020, all products imported into the Saudi market must display a barcode on their packaging, which consists of 13 digits. The barcode can be printed on the outer box or printed as a sticker to be attached to the outer box. The barcode coding rules are determined by the factory and can be permanently coded by product model or series, meaning that different models of products in the same series can share one barcode. The barcode requires 13 digits to be scanned. Starting from January 1st, 2020, the packing list and invoice provided during shipment must display a barcode and the invoice must be stamped. Please take note.

ICCP Program (International Conformity Certification Program)
At present, the Middle East market has become an important region for China's foreign trade, and more and more Chinese export enterprises are selling their products to countries such as Saudi Arabia, Kuwait, and the United Arab Emirates. If you are currently planning to introduce your electrical products into these countries, then the international compliance certification program is what you urgently need to know and understand. The international conformity certification program is the Saudi Arabian Standards Organization (SABER); In 1995, the Ministry of Commerce jointly developed the International Conformity Certification Scheme (ICCP), which stipulates that imported goods must comply with a comprehensive plan for conformity assessment, pre shipment inspection, and certification to ensure that imported goods fully meet Saudi product standards before shipment. Starting from March 17, 2003, Kuwait's Industrial Authority (PAI) also began implementing the ICCP program, which covers most household appliances, audiovisual products, and lighting products. In addition, the United Arab Emirates also began implementing the ICCP program on May 31, 2003.
Saudi Arabia SABER ICCP Program
The two basic elements of this plan are:
1) All regulated products must comply with Saudi Arabia's national technical regulations or relevant international standards;
2) Each batch of regulated products exported must be accompanied by an ICCP certificate (CC) for customs clearance. Goods without a CC certificate upon arrival at the port of entry in the importing country may be rejected or require sampling testing. If it does not meet the requirements of the importing country, it will be ordered to return to the port of shipment, causing unnecessary delays and losses to the exporter or manufacturer.
SABER's main requirements for electronic and electrical products:
1. Saudi standards are based on the IEC standards of the International Electrotechnical Commission and are determined by adding national differences;
2. The rated voltage is AC 127V or 220V/60Hz, with a frequency of 60Hz;
3. Saudi Arabia is located in a tropical region, and product design should be suitable for use in tropical climates;
4. Mandatory EMC requirements: Starting from October 1, 2003, mandatory electromagnetic compatibility (EMC) requirements were imposed on electronic and electrical products sold to Saudi Arabia;
5. The plug must comply with SSA444&443 standards. It is worth noting that all plug pins are flat pins. Starting from November 9, 2002, all shipped products are generally not allowed to ship VDE plugs with round pins separately;
According to the requirements of Saudi standards KSA1278&1279, the testing environment temperature should be based on tropical climate conditions, such as temperature rise testing, humidity fluctuations, etc., which may have an impact;
According to KSA380 requirements, audio products with sound receiving function are also required to be tested for frequency range. This includes long wave, medium wave, short wave, and superwave, all of which have different range requirements;
8. In terms of label content, all products must indicate the full name of their place of origin, and audio products with radio function must also indicate the radio frequency range in a prominent place on the nameplate or product appearance. Lighting products are required to indicate the ambient temperature (TA), while some products are required to indicate the tropical symbol (T).
Three ways to obtain COC certificate
The ICCP program provides three ways for exporters or manufacturers to obtain CoC certificates, and customers can choose the most suitable method based on the nature of their products, the degree of compliance with standards, and the frequency of shipments. The CoC certificate is issued by SABER Country Office (SCO) authorized by SABER or PAI Country Office (PCO) authorized by PAI.
Approach 1: Pre shipment compliance verification
This method is most suitable for exporters or manufacturers with very few shipments. Before each shipment, it is necessary to apply for pre shipment inspection (PSI) and pre shipment testing (PST). If both are qualified, one can obtain the CoC certificate
Approach 2: Registration and Pre shipment Inspection
This method is suitable for the vast majority of customers, and its advantage is that although each shipment inspection (PSI) is necessary, each batch of goods does not need to undergo pre shipment testing (PST). Customers can obtain the Statement for Registration (SfR) by submitting a declaration of compliance and providing test reports that comply with the import country and relevant international or domestic standards, and declaring that the product meets the basic requirements and national differences of the importing country.
Approach 3: Formal Recognition Certificate
This method can not only save inspection or testing fees before each shipment, simplify repetitive application procedures, but also ensure delivery time. Therefore, it is favored by some large companies that ship frequently or on a large scale, and focus on quality and reputation. Exporters or manufacturers' products can only obtain a Statement for License (SfL) certificate if they fully comply with the mandatory standards of the importing and exporting country. The certificate is valid for one year, and an updated factory inspection report and annual fee must be submitted and reviewed by RLC before renewal. Products that have obtained SfL certificates no longer require pre shipment inspection (PSI) for each batch, but have been reduced to a few rare spot checks per year (usually 2-3 times per year, depending on the condition of the product).
The main procedures for SABER certification
Manufacturers obtaining SABER certification and exporting products to Saudi Arabia require the following steps:
1. Apply to the consulting company, and the consulting company will inform the enterprise of the product certification process in accordance with SABER's requirements based on the product category;
2. Enterprises shall submit product samples for testing in accordance with the certification procedure, and some products (such as some motor vehicles and accessory products) require factory inspection;
After passing the product inspection, the enterprise obtains the SABER certification certificate; If the product fails the inspection, the enterprise will receive a detailed explanation report;
4. When exporting products to Saudi Arabia, a SABER certification certificate must be issued upon entry, and technical personnel from the Saudi Arabian Standards Organization will inspect the certificate; If SABER certificate cannot be issued, the product will be refused entry or sampled for testing at the laboratory of the Saudi Arabian Ministry of Industry and Commerce or the Saudi Arabian Standards Organization. If the test fails, the product will be refused entry and all costs will be borne by the exporting enterprise.
The SABER certification testing standards for cosmetics are as follows:
1. Toothpaste, using SABER801 and SABER802 standards;
2. Shampoo, using SABER724 and SABER725 standards;
3. Soap, using SABER493 standard;
4. Skincare cream, using SABER1513 standard;
5. Hair styling, using SABER1515 standard;
6. Hair oil, using SABER1788 and SABER1789 standards;
7. lipstick, SABER1871 and SABER1872 standards;
8. nail polish, SABER2186 and 2193 standards;
9. Body powder, using SABER1750 and SABER1751 standards;
10. Fingernail flower, using SABER2823 and SABER2824 standards;
11. Deodorizer, using SABER1794 and SABER1795 standards;
12. Shaving cream, using SABER1387 and SABER1388 standards;
13. Hand sanitizer, using SABER2614 and SABER2615 standards.
SABER certification requires PCoC and SCoC to be provided during customs clearance within the scope of control
