Restricted Chemical Substances
HBCDD
Hexabromocyclododecane, abbreviated as HBCD or HBCDD, has a molecular weight of 642 and is a white crystalline substance. There are multiple isomers, with the low melting point type having a melting point of 167-168 ℃ and the high melting point type having a melting point of 195-196 ℃. Good stability to heat and ultraviolet light. Bromine content is 74.7%, soluble in methanol, ethanol, acetone, and pentyl acetate. At 170 ℃, dehydrogenation begins above, and at 190 ℃, dehydrogenation becomes more intense. LD50 40000mg/kg。
Application: It is used for flame retardancy of polypropylene plastic and fiber, polystyrene foam, polyester fabric flame retardancy finishing and vinylon plastic coated double-sided leather. Used as an additive flame retardant, suitable for polystyrene, unsaturated polyester, polycarbonate, polypropylene, synthetic rubber, etc.
On March 2, 2016, the Official Journal of the European Union (OJ) published an amendment (EU) 2016/293 to the Persistent Organic Pollutants Directive (EC) No. 850/2004, officially adding HBCDD (Hexabromocyclododecane) to the list of prohibited substances in Annex I. Substances, mixtures or articles with HBCDD content exceeding 100mg/kg will be prohibited from entering the EU market. This restriction has a certain exemption period for foamed polystyrene and extruded polystyrene used in construction. The specific information is as follows:
material
Hexabromocyclododecane (HBCDD)
EC number
247-148-4,221-695-9
CAS number
25637-99-4,3194-55-6,134237-50-6,134237-51-7,134237-52-8
Restriction requirements
The content of the substance, mixture or item shall not exceed 100mg/kg;
escape clause
Foam styrene products and extruded styrene products containing HBCDD components produced before March 22, 2016 can be put on the market and used for construction until June 22, 2016;
Items containing HBCDD components that were put into use before March 22, 2016 can continue to be used and put on the market;
3. Under the condition that it does not conflict with the EU regulations on the classification, packaging, and labeling of substances and mixtures, expanded polystyrene articles containing HBCDD components that are exempt from production under Article 1 must be identified through labeling or other means throughout their lifecycle.
Hexabromocyclododecane (HBCD) is a substance controlled by PoHS in Norway and is also a REACH controlled substance in the European Union. It is one of the substances listed in Annex 14 of the REACH regulation. After August 21, 2015, only companies authorized by the European Commission in the European Union can continue to use HBCDD; Enterprises that have submitted applications but have not received results can still continue to use them. Based on the revised exemption clause, authorized enterprises can only use it within the scope of HBCDD exemption.
Hexabromocyclododecane (HBCD) is a high bromine content cycloaliphatic additive flame retardant, characterized by low dosage, good flame retardant effect, and minimal impact on material physical properties. Mainly used in EPS (expanded polystyrene, reference dosage 2%), polypropylene (reference dosage 2% HBCD, 1% antimony trioxide) and other styrene resins, it can better demonstrate its excellent performance In addition, it is suitable for flame retardant treatment of knitted fabrics, styrene butadiene rubber, adhesives and coatings, as well as unsaturated polyester resins. Although hexabromocyclododecane (HBCD) has excellent flame retardant properties, it poses potential long-term hazards to humans and the environment.
NormalTCI reminds that the bill will come into effect on March 22, 20 days after its publication in the EU official newspaper.
The European Commission will also conduct a review within three years of the regulation coming into effect, before March 22, 2019. Therefore, companies exporting to the EU need to pay attention to detecting the HBCDD content in their products, and authorized companies need to pay attention to the specific scope of use of HBCDD.
