BIS certification is the certification issuing body of ISI, The Bureau of Indian Standards, abbreviated as BIS, responsible for product certification work.

 

According to the BIS Act 1986, the Bureau of Indian Standards (BIS) is specifically responsible for product certification and is also the only product certification body in India. BIS has 5 regional bureaus and 19 sub bureaus. Formally established in 1987 to replace the Indian Standards Institute founded in 1946.

 

Regional bureaus supervise corresponding sub bureaus. The 8 laboratories under BIS and some independent laboratories are responsible for the inspection of samples taken during the product certification process. These laboratories are operated in accordance with ISO/IEC 17025:1999.

 

The Bureau of Indian Standards (BIS) is under the Ministry of Consumer Affairs and Public Distribution. Although it is a social legal entity, it exercises government functions and its main task is to develop and implement national standards; Implement a qualification assessment system; Representing the country in international standardization activities such as ISO and IEC.

 

Since the predecessor of BIS, the Indian Standards Institute, began product certification in 1955, Indian product certification has a history of 50 years. At present, BIS has issued over 30000 product certification certificates, covering almost every industrial field such as agricultural products, textiles, electronics, etc.

Authentication mode

BIS product certification is obtained through the initial inspection and evaluation of the factory's quality management system, sample testing, confirmation of qualification, and issuance of certificates. After certification, the factory's quality management system is responsible for supervision.

To determine whether the product complies with Indian standards, samples are taken from factories and markets for testing.

 

Certification process

1. Application. Foreign manufacturers who wish to obtain BIS certification generally need to use a dedicated application form and prepare relevant documents to apply to BIS New Delhi headquarters.

2. Record. BIS reviews the application documents and materials submitted by applicants, and if the procedures are complete, the application will be recorded. Applicants are required to pay the corresponding processing fee.

3. Initial factory inspection. BIS will assign a delegation of no more than 2 officials to inspect the factory. The applicant shall bear the expenses such as travel and visa fees for the official delegation to inspect the factory, as well as the corresponding inspection fees.

4. Issue certificates. If the initial inspection and testing results are qualified, and the applicant agrees to implement the BIS approved inspection and testing plan and pay the BIS identification fee after certification, a certificate can be issued to the applicant. The certificate is valid for one year. After the certificate is granted, the certificate holder is required to pay an annual identification fee and certificate annual fee.

5. Supervision after certification. BIS supervises the quality of its certified products through routine supervision of witnesses and surprise inspections and testing of samples in factories and markets. If the samples taken from the factory or market meet the requirements through regular inspections and independent testing results, the certificate can be updated. The certificate holder submits an update application to BIS by submitting a designated form, and the certificate update fee is 500 rupees. The certificate holder also needs to bear the cost of sample inspection.

 

 

What technical documents need to be submitted for BIS certification

1. Application form;

2. Proof of appointment form for local agents in India, or proof of manufacturer's Indian office, as well as a permit from the Reserve Bank of India;

3. Documents proving the establishment of the company, such as a registration certificate;

4. Process flowchart, illustrating the entire manufacturing process of the product (from raw materials to finished products);

5. Quality control system (such as quality manual, quality control plan, testing arrangement, etc.);

If available, provide other detailed information on product or system certification;

If available, provide detailed information on the components or raw materials used for product manufacturing before certification;

8. List of machines used for production and manufacturing;

9. List of testing equipment during the testing process;

10. Product design drawings;

11. Qualification certificates and detailed experiences of laboratory supervisors, technical and QC staff;

12. Test reports from accredited independent laboratories or factories' own laboratories;

13. Layout diagram of the factory building, clearly showing the main production machines, laboratories, etc;

14. Traffic diagram near the factory, including the route from the nearest airport or train station to the factory, as well as a detailed explanation of the route from India to the factory;

15. Draft Receipt
