The Gabonese Standards Agency (AGANOR - Agence Gabonaise de Normalisation) has appointed NormalTCI to implement the Gabonese Conformity Certification Project (PROGEC).

NormalTCI provides pre shipment inspection for export regions, consistency inspection of goods with Gabon and/or international standards, and compliance certificates required for customs clearance in Gabon.

Starting from January 1, 2021, Gabon will update its list of controlled products

The Gabonese Bureau of Standards recently signed a new compliance certification program contract with the issuing agency. This contract will cover more regulated products and will be implemented from January 1, 2021. Prior to the implementation of this new contract, NormalTCI Nuomo Testing only accepts voluntary applications from exporters for newly added regulated products. For products on the existing control list, compliance certification certificates still need to be issued according to the current process. NormalTCI testing will help you prepare adequately and provide professional support and assistance to cope with the latest updates to Gabon's compliance certification program.

(1) Mechanical, mechanical equipment, electronic and electrical products;

(2) Construction products;

(3) Chemical products;

(4) Medical devices;

(5) Body care and health products;

(6) Toys.

Technological process

Step 1: Apply for certification

Exporters can request authentication from NormalTCI or send an email to their email address service@normaltci.com Application). The request should include:

List, name of exported goods, detailed information of importer/exporter (name, address, shipping note, etc.);

Effective compliance documents (such as third-party certification certificates, test reports, analysis reports, etc. issued in accordance with applicable quality standards);

Manufacturer's certificate issued according to ISO 9001 or other quality standards, such as ISO 22000, ISO/TS 16949, ISO 13485, etc;

Provide the location and temporary expiration date information related to the goods for physical inspection before shipment (fill in the certification application form).

Step 2: Path to Compliance Certification

To promote trade facilitation and adjust intervention levels based on risks, our Gabon Assessment Project (PROGEC) has three different approaches to demonstrate compliance:

Route A: Any product, any trader;

● Route B (product registration): Products that have already been registered in NormalTCI testing;

● Route C (Product License): Products that have been licensed for testing at NormalTCI.

Step 3: File Review/Testing

NormalTCI reviews all submitted information and conducts a comprehensive inspection in accordance with applicable Gabonese standards. If necessary, laboratory testing and analysis will be conducted on the samples.

Step 4: Inspection

NormalTCI Nuomo test review includes the following:

The product complies with applicable standards;

The actual goods are consistent with those mentioned in the document review;

The goods are consistent with the description in their import/export documents;

When necessary, the inspector of NormalTCI will take samples for additional evaluation.

Step 5: Gabon Certificate of Conformity (PROGEC)

NormalTCI reviews the inspection report based on the provided documents. If the evaluation result is qualified, a certificate of conformity will be issued; Otherwise, a non conformance report will be presented.

Convenient process

Product registration (pathway B) and product licensing (pathway C) are provided for traders who regularly import/export to Gabon. The documents and systems that ensure compliance with Gabon's requirements will be pre audited (including test reports, inspection certificates, test results, inspections, factory audits, etc.).

Ship Inspection

The registration declaration (SoR)/license declaration (SoL) reduces the document review and/or inspection during shipment, and accelerates the issuance of certificates when necessary inspections are conducted.
