SABER认证简介
SABER是英文Saudi Arabian Standards Organization的缩写 ，即沙特阿拉伯标准组织。SABER负责为所有的日用品及产品制定国家标准，标准中还涉及度量制度、标识等。沙特阿拉伯工业及商务部及SABER要求所有SABER认证标准包含的产品在进入沙特海关时有SABER认证证书。没有SABER证书的产品会被沙特港口海关拒绝入境。
-Starting from January 2020, it’s not allow to issue a CoC and all requests must be applied through SABER platform.
-Starting from January 2020 the Barcode will be mandatory on the products and will require to declare the barcode in the shipment request details to proceed further.
-The barcode can be on the outer/external package for the small parts of the items. The Barcode is required for each model. The Barcode can be provided by the manufacturer/importer.
从2020/1/1起.，所有沙特申请将全部从Saber系统进行，我们将不再被允许从SSP系统出具旧的COC证书

沙特阿拉伯标准组织 SABER（Saudi Standards, Metrology and Quality Organization）发出了最新通知，要求将海关编码（HS CODE）为4804和4805的纸制品纳入“沙特产品安全计划”SALEEM的管控范围内，此类产品在沙特海关清关时需随附一张产品符合性证书 CoC (Certificate of Conformity) 。
声明：SCOC装运证明只在清关时使用一次，必须在装运日期前15天内签发，以避免任何影响清关的障碍

沙特关于条形码的通知
接沙特标准局通知，自2O20年1月1日起，所有进口沙特市场的产品在包装上必须显示条形码，条形码由13位数字组成。条形码可印刷在外箱上，或打印成贴纸贴在外箱上。条形码编制规则由工厂自定，可按产品型号或按系列产品永编制，即同系列产品不同型号可共用一个条形码。条形码要求可被扫描出来13位数字。从2O20年1月1日起，出货时提供的箱单发票必须显示条形码，并且发票必须盖章，请大家注意。
From January 1,2020,all products imported into the Saudi market will be required to display a bar code,which consists of 13 digits,on their packaging,according to the Saudi standards bureau. Bar code can be printed on the outer bx, orprinted as a stickeron the outer box.
The barcode compilation rules are determined by thefactory and can becompiled according to the product model orthe series of products thatis different models of the same series of products can share one bar code. Bar codes require 13 digits to be scanned. From January 1, 2020, the packing list invoice provided when shipmentsmust show bar code and the invoice must be stamped, please note.
SABER产品范围
第一类：玩具；
第二类：电器和电子产品；
第三类：汽车产品；
第四类：化工产品；
第五类：其他产品（共10种产品范围）。
下面产品不属于消费类产品：医疗仪器；医疗产品；食品；军用产品。
ICCP计划（国际符合性认证计划）
目前中东市场已成为中国对外贸易的重要区域，越来越多的中国出口企业将产品销往沙特阿拉伯，科威特，阿联酋等国家。如果您目前正计划将进的电器产品打入这些国家，那么国际符合性认证计划就是您所亟需了解和认识的。国际符合性认证计划是沙特阿拉伯标准局SABER(The Saudi Arabian Standards Organization );与商业部于1995年共同制定了国际符合性验证办法(ICCP)，规定进口货物必须符合 符合性评定，装船前验货及认证的综合计划，以保证进口的商品出运前能全面符合沙特的产品标准。而从2003年3月17日起，科威特的工业管理局（PAI）也开始实施ICCP计划，大部分的家用电器，音像产品和照明产品都在ICCP的范围之内另外，阿联酋亦于2003年5月31日起开始执行ICCP计划。
沙特阿拉伯SABER ICCP计划
这个计划的两个基本要素是：
1）所有规定产品必须符合沙特阿拉伯国家技术条规或相关的国际标准；
2）每出口一批规定产品，必须随货持有ICCP证书（CC），以便清关。抵达进口国入境口岸时无CC证书的规定类货物可能被拒收，或要求抽样测试。若不符合进口国要求则会被责令退回发货港，以致造成出口商或制造商不必要的延误和损失。
SABER对电子电器产品的主要要求：
1.沙特标准是基于国际电工委员会的IEC标准，并增加国家差异而定的；
2.额定电压为 AC 127V 或 220V/60Hz，频率60Hz；
3.沙特阿拉伯处于热带地区，产品设计应适合热带气候使用沙特阿拉伯的；
4. EMC 强制要求，2003 年 10 月 1 日起 ,对销往沙特阿拉伯的电子电器产品 开始强制电磁兼容（EMC）的要求；
5.插头需要符合SSA444&443标准，值得注意的是所有插头的出针都是扁针，从2002年11月9日开始，所有的出货产品原则上不得再单独使圆针的VDE插头出货；
6.根据沙特标准KSA1278&1279中的要求，测试的环境温度要根据热带气候条件进行，例如温升测试，湿度得失等都会有所影响；
7.根据KSA380要求，带有收音功能的音响产品，频率范围也是被要求检测的项目。其中包括长波，中波，短波和超波都有不同的范围要求；
8.在标签的内容方面，所有产品必须注明原产地过的全称，带有收音功能的音响产品还要把收音频率范围标注在铭牌或产品外观的显眼处。灯饰产品需要标注环境温度（TA），另有些产品是则被要求标注热带标志（T）。
COC证书获得的三种途径
ICCP计划为出口商或制造商获得CoC证书提供了三种途径，客户可根据自己产品的性质，符合标准的程度，以及出货的频繁程度选择最适宜的方式。CoC证书由SABER授权的SABER Country Office(SCO)或由PAI授权的PAI Country Office(PCO)办理签发。
途径1：装船前达标验证
此方式最适于发货非常少的出口商或制造商。每次出货前需申请装船前的验货 （PSI）以及装船前的测试（PST）。两者都合格了就可获得CoC证书。
途径2：登记及装船前验货
此方式适于绝大数客户，它的优势在于每次的装船验货（PSI）虽然是必须的，但每批货无须再作装船前测试（PST）。客户通过提交达标申明，并提供符合进口国及相关国际或国内标准的测试报告，并申明产品已满足进口国的基本要求和国家差异，就可获得登记资格证书Statement for Registration (SfR)。
途径3：形式认可证
这种方式既能节省每次出货前的验货费或测试费，简化重复的申请程序，又能保证交货时间，故为一部分出货较频繁或规模较大，注重质量及信誉的大公司所青睐。出口商或制造商的产品只有完全符合进出口国强制标准才能获得Statement for Licence(SfL)证书。该证书有效期为一年，到期前需提交更新厂检报告及缴纳年费并经RLC审核后即可续期。获得SfL证书的产品不再需要每批货都作发货前验货（PSI），而减为一年为数极少的几次抽验（一般2-3次/年，根据产品状况而定）。
SABER认证的主要程序
生产商获取SABER认证，向沙特出口产品，需要以下几个步骤：
1.向咨询公司提出申请， 咨询公司根据产品类别，依照SABER的要求，向企业告知产品认证程序；
2.企业依照认证程序提交产品样品进行检测，有些产品（如部分机动车及配件产品等）需要进行工厂检查；
3.经产品检测合格后，企业获得SABER认证证书；如产品经检测不合格，企业将得到一份详细的说明报告；
4.产品向沙特出口，货物入关时要出具SABER认证证书，沙特阿拉伯标准组织的技术人员将对证书进行检查；如不能出具SABER证书，产品将会被拒绝入境或抽样到沙特阿拉伯工业及商务部或沙特阿拉伯标准组织的实验室进行检测，如检测不合格，产品将会被拒绝入境， 一切费用由出口企业承担。
化妆品SABER认证测试标准如下：
1.牙膏，用SABER801和SABER802标准；
2.洗发水，用SABER724和SABER725标准；
3.香皂，用SABER493标准；
4.护肤霜，用SABER1513标准；
5.发乳，用SABER1515标准；
6.护发油，用SABER1788和SABER1789标准；
7.唇膏，用SABER1871和SABER1872标准；
8.指甲油，用SABER2186和2193标准；
9.爽身粉，用SABER1750和SABER1751标准；
10.指甲花，用SABER2823和SABER2824标准；
11.除臭剂，用SABER1794和SABER1795标准；
12.剃须膏，用SABER1387和SABER1388标准；
13.洗手液，用SABER2614和SABER2615标准。
